Plan of work
1. The College of Arts in Hue, Faculty of Fine Arts in Phnom Penh, and the National Faculty of Fine Arts in Vientiane will each nominate two candidates and will forward the application forms and curriculum vitae for these six nominees to the Bangkok secretariat. All applicants are required to specify the institute at which they hope to study, and must demonstrate sufficient readiness to pursue more advanced study in their proposed field (e.g., Painting, Sculpture, or Graphic Arts). Please note that this scholarship cannot be applied to study programs in an applicant's home country. The applications and curriculum vitae of the six candidates must arrive at the secretariat by the 30th of September, 2006.

2. The secretariat will set up a committee to make the final selection of the scholarship recipients. The committee will include:
A: A representative from the RF
B: A representative from the administrator
C: A representative from the institute(s) to which the candidates are applying

3. Copies of the 6 applications will be posted to the committee, which will then award three scholarships, selecting one applicant from each pair of candidates fielded by the three nominating institutions. While intellectual distinction is necessary, it is not a sufficient qualification for election to one of these MFA scholarships. The selection process seeks candidates who show desirable qualities of mind and of personality, because the recipients will be returning to serve in their home institutes after graduation.

4. The results will be announced by the 30th of November All the institutes and applicants involved will be notified by post in official letters from the secretariat.

5. As the secretariat will be providing the air tickets, the scholarship recipients should clarify the arrangements with the secretariat two months prior to their preferred travel dates.

6. The secretariat will transfer tuition fees directly to the institutes providing the MFA programs.

7. As soon as the recipients arrive in Thailand or Vietnam, they should open a bank account and forward the necessary details (e.g., bank name, branch name, account name, and account number) both to the secretariat and to the recipient’s home institution.

8. The secretariat will provide tuition for a two-month l anguage course for each scholarship recipient, as well as funding for two month’s living expenses prior to the opening of the first term of MFA studies. Receipts from language classes must be posted to the secretariat. Failure to send a receipt will result in suspension of the scholarship recipient’s next monthly stipend.

9. The secretariat will transfer each recipient's stipend to the home institute(s) at the beginning of each academic term.
 
 
Scholarship recipients: conditions and responsibilities
1. If a successful candidate cannot, due to any unfortunate circumstance, commence studying in the 2007/2008 academic year, the scholarship will be offered to another applicant instead. Otherwise, the scholarship is not transferable. 2. Scholarship recipients must post reports to the secretariat every six months describing their progress, concerns, and problems (if any) in their studies.

3. Graduates may extend their stay, but only at their own expense, and for not longer than three months.

4. Graduates should provide the secretariat with two copies of their thesis. The first copy is for the administrator. The second will be forwarded to the RF.

5. Funding for these scholarships covers tuition and fees for the designated MFA programs only within the 2007/2008 - 2008/2009 academic years.

Thai and Vietnamese art Institutes: conditions and responsibilities
1. If any Thai and/or Vietnamese art institute hosts an activity relating to The Mekong Art and Culture Project (e.g., seminar, meeting, workshop), the scholarship recipient(s) studying in that institute are required to attend and to assist the organizers, hosts, or presenters in whatever capacity the host institution deems appropriate.

2. Administrators of the Thai and/or Vietnamese art institutes should report on the progress of the scholarship recipient(s) at each annual meeting.
