1. To strengthen the participating art institutes in the Mekong Region in order to improve their capacity in both theoretical and practical areas 2. To create new knowledge, apply new approaches to art and arts education, open up new avenues of exchange, transfer the results in order to facilitate cooperation among other art institutes in the region 3. To encourage members of the public and the greater arts communities within the Mekong Region to be part of the growth of this collaborative movement     1. To create various forms of creative activities in art production or arts education that respond to the different needs of the participating art institutes 2. To test out this set of creative activities in order to anticipate appropriate and long-term forms of collaboration 3. To open up this set of creative activity for creative individuals, groups, and organisations in take part
